Latvia Flagship
Programme Overview
Baltic Nature Capital is developing a national-scale natural capital platform in Latvia focused on carbon, biodiversity, and ecosystem value creation. The programme is designed to connect state and private land opportunities with international standards, structured delivery, and long-term finance.

Current Position
The programme has advanced through institutional engagement, partner structuring, and the development of a national delivery framework. July 2025 project materials include agenda-based engagement with the Ministry of Agriculture, LVM, the Latvian Fund for Nature, and INGKA Investments.
Indicative Sector Opportunity
Afforestation: €6.9–€19.3 million per year
Improved Forest Management: €19.5–€58.7 million per year
Peatland Restoration: €4.6–€9.2 million per year
Terrestrial Biomass Storage: €47.5–€72.2 million per year
Pilot Grounding
The wider programme is supported by real on-the-ground land stewardship in Latvia, including the Sitas–Pededze landscape and related ecological territories associated with SIA Sita Nature Park.
Co-Benefits And Integrity
The Latvia Flagship Programme is being developed with the view that high-integrity natural capital platforms should deliver more than environmental metrics alone. Alongside climate and biodiversity outcomes, the programme is intended to create wider co-benefits that support long-term landscape resilience and project credibility.
These include stronger ecosystem condition, improved hydrological resilience, practical landholder participation, and long-term local relevance. Where appropriate, the programme is being structured with attention to recognise high-integrity principles, including biodiversity co-benefits, stakeholder engagement, transparent governance, and value creation beyond carbon alone
SDG Alignment
The Latvia Flagship Programme is particularly aligned with key Sustainable Development Goals, including SDG 13 (Climate Action), SDG 15 (Life on Land), SDG 6 (Clean Water and Sanitation), SDG 12 (Responsible Consumption and Production), SDG 8 (Decent Work and Economic Growth), and SDG 17 (Partnerships for the Goals).
This reflects the programme’s focus on land-based climate action, biodiversity restoration, hydrological health, circular biomass systems, rural value creation, and partnership-led implementation.

The programme is being developed with the understanding that durable natural capital projects depend on more than technical design alone. They require trust, transparent stakeholder engagement, and fair long-term value creation across project landscapes.
Our approach is intended to support practical landholder participation, clear governance, and benefit-sharing structures that strengthen local relevance and long-term project resilience. Where relevant to project context, the programme is informed by recognised principles of participation, consent, and responsible engagement in land- and community-sensitive settings.
